he State of Oregon, acting by and through the Department of Transportation, ("Agency"), is issuing this Request for Proposal for development of an integrated business system to increase the efficiency of Access Management program users, both internal staff and external data consumers. The resulting system must include flexible business rules engine, reporting functions, content management, a portable mobile version and GIS mapping tool for highway approaches. An integrated web-based COTS solution will provide the Access Management staff with centralized data and work flow management. An integrated web-based COTS solution is expected to provide Access Management staff the benefits of a consolidated system for the Access permitting administrative processes. System maintenance will be supported by the vendor and ensure compliance with the latest Agency policies and statutes or administrative rules related to highway approaches. In order to minimize risk and cost, Proposers will meet the ODOT Enterprise Technology Infrastructure Standards (Attachment I) or will document any deviations to the standards. The proposal must include Proposer's system standard technical architectural visual diagram. Additional details on the Scope of the Software or Services or both are included in the Scope of Work/Specifications section. Agency anticipates the award of one Contract from this RFP.
