DescriptionTransportation Land Use Planning Price Agreement Series Pre-Solicitation Notice. SOLICITATION PACKAGES ARE NOT PROVIDED AS A RESULT OF THIS POSTING. THIS IS NOT A REQUEST FOR PROPOSAL. Consultants are advised that this project may be delayed, cancelled, or revised at any time. 1. RFP / Project Synopsis: The Oregon Department of Transportation anticipates issuing a Request for Proposal seeking Proposals from firms to provide Transportation and Land Use Planning Services through Work Order Contracts (WOCs) issued under a Price Agreement (PA) with a Consultant(s) for those Services. Anticipated projects issued as a WOC may be conducted in cooperation with various counties, cities, or other public agencies in the state. Consultant participation may involve comprehensive project management or provision of specific services to support one or more task activities associated with projects that are principally managed and staffed by Agency. Agency anticipates entering into WOCs for projects in any of the following four (4) Disciplines to provide Services described in the approved Tasks, Deliverables, and Schedule - Section E of this Scope of Services and as further described in assigned WOCs. The Disciplines (Subject Areas) are: -Transportation System Planning; -Public Transportation Planning; -Bicycle and Pedestrian Planning; and -Land Use Planning. Anticipated typical Projects may: -Require comprehensive Project management; -Require professional Services: -Require specific Services to support one or more task activities associated with Projects that are principally managed and staffed by Agency; -Require specific Services that utilize subconsultants or subcontractors, that will be assembled and managed by a Prime consultant for each individual WOC. -Require specific related to the technical analysis and mapping, development and evaluation of alternatives, plan development and adoption, public involvement, and Project coordination; -Have initial WOC amounts of between $100,000 and $750,000; and -Have a duration of 18 to 36 months. It is anticipated that the following number of PA's will be issued as a result of this RFP (note: ODOT, in its sole discretion, may select more or fewer number of PA's.): Transportation System Planning: 4-7 PA's Public Transportation Planning: 3-5 PA's Bicycle and Pedestrian Planning:3-5 PA's Land Use Planning:3-5 PA's The anticipated collective maximum Not To Exceed (NTE) amount for all of the PAs derived from this RFP is estimated to be $20,000,000. Agency will use this collective maximum NTE amount for assignment of WOCs under all of the PAs. It is anticipated that WOCs may be assigned for an initial period of 2 years from the execution date of the PA. The WOC assignment period may be extended for up to 3 additional years based on Agency's need, availability of funding, and Consultant's performance, and participation in min-solicitations. 2. Request for Proposal (RFP) Issuance: It is anticipated that the RFP will be issued on the Oregon Procurement Information Network (ORPIN) (https://orpin.oregon.gov) between May 24, 2018 and June 15, 2018. The solicitation and all amendments for this RFP will be posted on ORPIN. Once the documents are posted, they may be downloaded for viewing. 3. Solicitation Close Date: It is anticipated that the RFP will close 30-45 calendar days after it is posted on ORPIN. The firm date and time will be available in the RFP documents. This date and time may not be amended by ODOT unless it is in the Departments best interest. It is anticipated that proposals will require delivery to the ODOT Procurement Office, MS# 2-2 3930 Fairview Industrial Drive SE Salem, OR 97302-1166. 4. Pre-solicitation Conference: It is anticipated that a pre-proposal conference will be conducted in Salem Oregon 10-15 calendar days after the RFP documents are posted on ORPIN.
